Today international humanitarian law and asylum are arguably setting the pace for cooperation in the EU and international community for the development of migration and refugee law. There are hundreds of legal instruments that are primarily directed to international humanitarian issues and the proliferation of legal instruments is likely to continue.

The advanced training module (to be held on October 25-27, 2018 at Sant’Anna School Dirpolis Institue with the scientific collaboration of ASGI – Association for Juridical Studies on Immigration) will follow the Summer School program offered in September 2018. It aims to deepen the participants’ awareness of migration, asylum, the international human rights law context, the role and responsibility of EU institutions, the fundamental rights of foreign people.

Exploring the evolution of the Italian legal system (law no. 113 entering into force on 19 October 2018) and the development of the principles of the international humanitarian law because of the migratory pressure since 2014, this course will allow students to take a multi-disciplinary approach to address this pressure, including the “Hotspot approach”.

The European Commission issued the European Agenda on Migration in May 2015, took additional steps towards a reform of the CEAS in May and July 2016, established budget allocations of EUR 96.8 billion for external cooperation assistance over the 2014-2020 period, and promoted measures to contribute to the implementation of the emergency relocation mechanisms by proposing directly applicable regulations.

With respect to national policy and EU regulations, the course will focus on the rights of refugees and asylum seekers, legal protection and assistance, the implementation of legislation related to migrants with necessary safeguards and in compliance with international human rights standards.
